How to read budget codes?

КПК (КПКВК) — Program classification code. Ministry of Youth & Sports codes start with 34.

ТКПКМБ — Local budget program classification. Codes 50xx — physical culture and sport.

КЕКВ — Economic classification code. Shows what money is spent on: salaries (2111), utilities (2270), equipment (3110).

ФКВ 0810 — Functional code "Physical Culture and Sport". Covers all sports spending from all ministries.

How much does Ukraine spend on sports?
In 2025, total spending on physical culture and sport (functional code FKV 0810) was approximately UAH 18.1 billion. This includes both state budget (~38%) and local budgets (~62%). In nominal terms, the budget has doubled since 2018.
Where does sports funding come from?
From two sources: State budget — through the Ministry of Youth and Sports (KPK 34xxxxx programs), mainly for elite sport, national team preparation, Paralympic sport. Local budgets — through regional and city councils (TKPKMB 50xx programs), mainly for youth sport schools, elite training centers, sports infrastructure.
What are DYUSH and SHVSM?
DYUSH (Youth Sport School) — municipal institutions where children and teenagers practice sports. This is the largest item in local sports budgets. SHVSM (Higher Sports Mastery School) — institutions for training elite athletes.
Why does plan ≠ actual?
Actual spending is almost always less than planned. Reasons: sequestration (mid-year cuts), unused special fund money, procurement delays, unspent capital expenditures. Execution at 90-95% is considered normal.
What are general and special funds?
General fund — main tax revenues, distributed by parliament. About ~95% of sports budget. Special fund — own revenues of institutions (paid services, rent, charity). This page shows the total of both funds.
How to compare your region?
Use the map for visual comparison or the table for exact figures. Note: large oblasts (Dnipropetrovska, Kharkivska) spend more in absolute terms, but not necessarily more per capita.
